Phone Link Calls Not Available or Greyed Out? Here's How to Fix It

This guide is for one specific problem: the calling feature in Phone Link isn't there at all — the Calls tab is greyed out, the dial pad won't show, or you get a "calls not available on this device" message. When calling is unavailable rather than broken, it's nearly always one of three things: calling was never set up, Bluetooth is off or blocked, or your phone/PC combination doesn't support the feature. Let's rule them out in that order.

Fix 1: Set up calling — it's a separate step

Here's the catch most people miss: Phone Link treats calling as its own setup, separate from messaging. Your texts and notifications can work perfectly while the Calls feature has never been enabled — which is exactly why the tab looks greyed out or empty.

  1. In Phone Link on the PC: Settings → Features → Calls.
  2. Click Set up / Manage devices.
  3. A Bluetooth pairing request appears on your phone — accept it, and confirm the PIN matches on both screens.
  4. The Calls tab and dial pad should now be live.

If there's no "Set up" button at all, or it does nothing, move to Fix 2.

Fix 2: Bluetooth has to be on — calls ride it

Unlike messages, Phone Link's calling runs over Bluetooth. If Bluetooth is off, missing, or disabled on either device, the calling feature simply won't be available — greyed out with no explanation.

  1. On the PC: Settings → Bluetooth & devices — confirm Bluetooth exists and is On. (Desktop PCs often have no Bluetooth radio at all — see Fix 4.)
  2. On the phone: turn Bluetooth On.
  3. Restart both, reopen Phone Link, and try the call setup from Fix 1 again.

No Bluetooth toggle anywhere in Windows settings usually means no Bluetooth hardware — that's Fix 4.

Fix 3: Grant the phone permission the dial pad needs

Even with calling set up, a missing permission can leave the dial pad dead or greyed.

  1. On the phone: Settings → Apps → Link to Windows → Permissions.
  2. Set Phone and Contacts to Allowed.
  3. Turn off "Pause app activity if unused" so Android doesn't strip the permission again.
  4. Back in Phone Link, reopen the Calls tab.

Fix 4: Check your PC can actually do Phone Link calls

Sometimes "not available" is literal — the feature isn't supported on your setup:

  • No Bluetooth radio. Many desktop PCs (and some laptops) have no Bluetooth adapter. Phone Link calling can't exist without one. A USB Bluetooth dongle adds it.
  • Old or generic Bluetooth driver. Phone Link calling needs a driver that supports the hands-free profile. Update it: Device Manager → Bluetooth → your adapter → Update driver, ideally from the laptop maker's site.
  • Unsupported region/account. The calling feature has rolled out unevenly; a small number of accounts have never seen it.

Fix 5: Ghost pairing is blocking setup

If Fix 1's pairing request never arrives, or Phone Link insists your phone is already paired when the Calls tab is still dead, you have a half-dead pairing confusing both devices.

  1. On the PC: Settings → Bluetooth & devices → Devices → your phone → Remove device.
  2. On the phone: Bluetooth settings → your PC → Forget.
  3. Restart both devices (the Bluetooth stack caches pairings in memory).
  4. Run call setup again from Fix 1 so a clean pairing is created.

Fix 6: Update, then reset the connection

If calling still won't appear:

  1. Update Phone Link (Microsoft Store) and Link to Windows (Play Store), plus pending Windows updates.
  2. In Phone Link: Settings → My devices → remove the phone.
  3. On the phone: clear Link to Windows storage and sign out.
  4. Set everything up fresh — including the separate calling step.

When your PC just can't offer calls

Here's the honest bottom line: Phone Link's calling is gated behind Bluetooth hardware and a fragile pairing. If your desktop has no Bluetooth, if the feature never rolled out to your account, or if you're on a Mac, Linux machine or Chromebook where Phone Link doesn't exist at all, no amount of troubleshooting turns the dial pad on — the capability isn't there to fix.
